Agence France-Presse, citing two Kuwaiti judicial sources, reported that the country’s criminal court sentenced three men to death on charges of plotting to assassinate the deputy prime minister, collaborating with Iran, and belonging to Hezbollah. All three are members of Kuwait’s Shia Muslim community, which makes up about one-third of the population. According to the sources, Hussein Abdullah Matouq, a religious figure and secretary-general of the “Islamic National Coalition,” is among those sentenced to death. Another of the men had previously been convicted of terrorist activities in 2016, but was later pardoned by Kuwait’s emir. He is said to have been arrested again in April. The New York Times, citing two diplomats familiar with the negotiations, reported that Qatar is drafting a proposal for a five-day agreement between the Islamic Republic and the United States. It would include reopening the Strait of Hormuz, lifting the blockade of Iranian ports, and securing a nuclear concession from Tehran. Disagreement over when the commitments would take effect is the main obstacle to an agreement. The newspaper reported on Monday, 4 Aban, that under the proposal put forward by Qatari mediators, Tehran and Washington would exchange a series of concessions over a five-day period. According to the two diplomats, under the agreement the Islamic Republic would reopen the Strait of Hormuz to commercial vessels, while the United States would lift its naval blockade of Iranian ports, which has worsened the country’s economic crisis. The diplomats said the main obstacle to reaching an agreement is disagreement over when each side would fulfill its commitments. They said mediators are also trying to persuade the Islamic Republic to make a concession on its nuclear program in the first phase of the agreement.
